Aggressive third-party antivirus suites can block the installer from executing scripts in the AppData or Temp folders. Turn off your antivirus shield for 10 minutes, run the UE4PrereqSetup_x64.exe file as an administrator, and turn your protection back on immediately after completion.
Install the files, reboot your system, and attempt to run your application again.
